WARNING: do not update on `exp' tag

I just accidentally moved the `exp' tag for the help, framework, 
browser, setup, and net collections. Since I know no way to determine 
what versions the exp tag for all those files *should* be, I cannot 
move the tag back.

Thus, please just be careful and don't update any `exp'-tagged 
installations you might have lying around.

Sorry for the inconvience. I will try to have DrScheme in working 
order as soon as I can so all this won't matter.
