By Quick Reaction Time, I mean that as new blocking technologies emerge, they can be responded to quickly. Also, as new widely-used apps (internet telephony,streaming TV,etc.) emerge, we can adapt to mimic them quickly.
By ‘customizing for their environment’, I mean creating POs that work on certain ports (firewall rules), tunnel through proxies, or look like some benign traffic from that network (mimic local app. behavior).
The number of potential PO writers, and thus POs,  will grow directly (but probably not linearly) with the number of users (nodes).
