I checked in a change that should fix the sort problem by forcing it to be
case-insensitive.  It appeared to work fine on RH6.2, which was doing the
same thing your tests were doing.  Feel free to see if this does, in fact,
fix the problem for RH7.1 as well (without the need for the environment
variable).
