No.

There are ssimilar tools for old versions of PLT Scheme linked from
   http://www.cs.utah.edu/plt/develop/

See "Frame Generator", "VScheme", and "guibuilder". I wrote the last
one, but I haven't bothered to port it to v200, because no one uses it
as far as I know.
